Breaking: the base-ref input is gone and callers must drop their checkout step, hence a new v2 tag rather than moving v1. The workflow of this repo temporarily points at the branch so this PR runs the new gate; it will point at v2 before merging.

The rebase-only gate cloned the full history (fetch-depth: 0) on every PR update just to look for merge commits. It now reads the PR commits and their parents from the API, so callers no longer need a checkout step. Breaking: the `base-ref` input is gone and callers must drop their checkout step, hence a new `v2` tag rather than moving `v1`. The workflow of this repo temporarily points at the branch so this PR runs the new gate; it will point at `v2` before merging.

Reading the PR commits and their parents from the API avoids cloning the
whole history on every PR update. The base-ref input is no longer needed,
and callers must drop their checkout step.
