Adds the merge queue workflow from forgejo-actions: PRs labelled queue are rebased on main one at a time and merged with "merge when checks succeed". A PR whose rebase conflicts or whose checks fail is removed from the queue with a comment.

Also adds the rebase-only gate used by the other repositories, which rejects PR branches containing merge commits.

Requires the MERGE_QUEUE_TOKEN user secret (already set) and the v1 tag of forgejo-actions to include the merge-queue action.
